the following hand out of registrars & team managers instructions and procedures contains an overview of some of the district by-laws and Competition Regulations and is not to be taken as a replacement for the by-laws.

 

It is strongly recommended that you read through the by-laws and make yourself and your team officials (especially your coaches, assistant coaches & team managers) conversant with them.

 

It is NOT and NEVER HAS BEEN the EF District Football Development Council Registrars JOB to TEACH YOUR CLUB OFFICIALS BY-LAWS and the absence of any by-laws & requirements in this document does not indicate that a club’s failure to follow them will be ignored.

1.             AGE LIMITS.

 

In the EFFC JC Region a player who is of a particular age between 1st October of the preceding year and 30th September of the current year is eligible to play in that age group.

 

A player’s eligibility for inclusion/selection for a combined side will continue to be as per WAFL by-laws/rules.

                B.             NOTE - 13s - 17s - HOME TEAM IS NOW REQUIRED TO PROVIDE AN INTERCHANGE STEWARD

AN INTERCHANGE SHEET MUST BE KEPT FOR ALL 13s - 17s GAMES BY THE INTERCHANGE STEWARD WHO MUST RECORD BOTH TEAMS PLAYER ROTATION.
THE COMPLETED INTERCHANGE SHEET MUST ACCOMPANY THE MATCH SHEETS TO THE DISTRICT REGISTRAR.
FAILURE TO SUPPLY A COMPLETED INTERCHANGE SHEET WILL RESULT IN A $50 FINE.

 

C.                   ROTATION POLICY – ALL AGE GROUPS – AS PER WAFDC POLICY – MINIMUM HALF A GAME

D.                   WHEREVER THERE IS A PROBLEM WITH PLAYING JUMPER CLASHES THE AWAY TEAM MUST ARRANGE TO BORROW THE EF JUMPERS  - CONTACT YDO DARREN DAVIS

 

E.                   ONCE AGAIN DURING THE HOME AND AWAY GAMES WE WILL BE ENFORCING AT OUR END THE DIRECTIVE WHICH IS A PART OF THE PLAYER MANAGEMENT COMING IN FROM THE COLTS (WAFL & WAAFL), WHERE THE PLAYERS WHO PLAY IN EXCESS OF HALF A GAME ARE NOT ALLOWED TO PLAY AT CLUB LEVEL ON THE SAME WEEKEND. DURING THE FINALS THIS RULE IS SUSPENDED AND PLAYERS WHO HAVE QUALIFIED AT CLUB LEVEL TO PLAY MAY DO SO SUBJECT TO THE APPROVAL OF THEIR WAFL/WAAFL COACH.

PENALTY APPLIES AS PER PLAYING AN INELIGIBLE PLAYER SHOULD ANY TEAM IGNORE THIS.

F.                   AS IN 2004 - TEAMS IN THE 16s COMPETITION (USUALLY REFERRED TO AS 17s WHITE IN OUR COMP) WILL BE PERMITTED TO HAVE A MAXIMUM OF 5 x 17YR OLDS ON THEIR MATCH SHEET. THIS DOES NOT INCLUDE PLAYERS WHOSE DATE OF BIRTH IS IN OCTOBER, NOVEMBER OR DECEMBER - i.e. LATE BIRTHDAY

 

G.                   THE 12s WILL PLAY AS PER 12s RULES FOR ALL ROUNDS.  i.e. THERE WILL BE NO CHANGES MADE FOR THE FINAL 4 FIXTURES OF THE SEASON.

 

H.                   ALL MATCH DOCUMENTS ARE TO BE DELIVERED TO THE DISTRICT REGISTRAR NO LATER THAN THE TUESDAY EVENING FOLLOWING THE WEEKENDS THE GAME RESULTS FROM 13s TO 17s GAMES ARE TO BE E-MAILED TO DISTRICT REGISTRAR BY CLUB REGISTRAR OR TEAM MANAGER BY SUNDAY EVENING 6.00PM. ALL RESULTS / LADDERS WILL BE SUBJECT TO CONFIRMATION ON RECEIPT OF PAPERWORK.

 

I.                     WHERE AN UMPIRES REPORT HAS BEEN MADE IN 13s - 17s

A.             THE CLUB REGISTRAR MUST NOTIFY THE DISTRICT REGISTRAR BY
6.00PM ON DAY OF REPORT.

 

B.                ALL MATCH DOCUMENTS ARE REQUIRED TO BE DELIVERED TO DISTRICT REGISTRAR NO LATER THAN THE MONDAY MORNING (MID DAY) AFTER THE WEEKEND.

 

J.                    WHERE A CLUB HAS MORE THAN ONE TEAM PLAYING IN 13s TO 17s REGARDLESS OF WHAT DIVISION THEY ARE IN (THE 16/17s MUSTANGS (WHITE DIVISION) & THE 17s FFC YOUTH LEAGUE (BLUE DIVISION) ARE TO BE CLASSED AS 2 x 17s TEAMS) PLAYER MOVEMENT BETWEEN TEAMS RULE IS AS FOLLOWS
PLAYER MUST PLAY 2 GAMES FOR THE TEAM BEFORE BEING ELIGIBLE TO MOVE/PLAY IN ANOTHER TEAM IN THE SAME AGE GROUP.

 

3.             Players with a disability (medical, physical or other) of any birthdate are still able to have their club apply for play-down permission

 

The granting of any such request shall apply to the current season.
(Please note that a medical certificate will be asked for if an application is received under this by-law.)

 

**** permission to play-down must be obtained from the ef district council competition committee (please supply supporting medical or similar evidence) before any games are played.

procedure for when a player (13s to 17s), any official or any team is reported (red card)

 

please make sure all your club’s players, officials and parents are aware of the penalties as set out in the by-laws as regards receiving

1.                    one (1) yellow card – Player is off for rest of the quarter or longer (Team Manager & Player must approach umpire during break for permission to return to play and is only allowed on if umpire indicates it is OKAY)

**Player may be replaced immediately**

2.                    two (2) yellow cards in the same game – Player is off and may take no further part in the game.

**Player may be replaced immediately**

3.                    A RED card - Player is off and may take no further part in the game.

**Player may be replaced at beginning of next quarter**

 

THE EF DISTRICT COMPETITION COUNCIL P & D BOARD MEETS, AS REQUIRED, FROM 7.30PM ONWARD IN THE HENRY JEFFREY ROOM @ EFFC ON THE TUESDAY IMMEDIATELY FOLLOWING THE WEEKEND WHERE A REPORT HAS BEEN MADE. WHERE EVER POSSIBLE THE P & D BOARD ENDEAVOURS TO HEAR CASES INVOLVING YOUNGER AGED PLAYERS FIRST.

 

PLEASE MAKE SURE YOUR TEAM MANAGERS KNOW THAT:-

1.             THEY MUST NOTIFY YOU IMMEDIATELY AFTER THE GAME IF THE UMPIRES HAVE MADE A REPORT AT THEIR TEAMS GAME - REGARDLESS OF WHICH TEAM THE PLAYER REPORTED CAME FROM. THIS IS SO YOU CAN RING THE DISTRICT REGISTRAR AND NOTIFY THEM OF ANY REPORTS.

 

2.                    ANY PERSON/S NAMED IN A REPORT BY AN UMPIRE (WHETHER THE REPORTED OR THE REPORTEE) MUST ATTEND THE P & D BOARD, ACCOMPANIED BY AN ADVOCATE (PREVIOUSLY NOMINATED BY YOUR CLUB TO THE EF DCC) ON THE TUESDAY (OR THE DAY/DATE NOMINATED BY THE P&D SECRETARY) IMMEDIATELY AFTER THE REPORT WAS MADE.

 

I.e. PLAYER 1 (THE REPORTED) STRUCK PLAYER 2 (THE REPORTEE) - BOTH PLAYERS NAMED MUST ATTEND THE P & D HEARING.

 

1.             WHERE THEY ARE THE HOME TEAM - THE MATCH DOCUMENTS ALONG WITH THE FORM THE UMPIRE HAS MADE HIS REPORT ON SHOULD BE DELIVERED TO YOU AS SOON AS POSSIBLE.

 

THE UMPIRE’S FORMAL REPORT SHOULD HAVE TWO (2) COPIES – ONE (1) FOR YOUR CLUB RECORDS AND ONE (1) WHICH MUST ACCOMPANY THE MATCH DOCUMENTS TO THE EFFC JUNIOR COUNCIL RECORDER.

 

2.             PLEASE RING THE EF DISTRICT REGISTRAR AND THE P & D SECRETARY BY 6.00PM ON THE DAY THAT A REPORT HAS BEEN MADE WITH DETAILS OF THE REPORT – AGE GROUP/TEAM; PLAYER/S NAME & NUMBER REPORTED OR OFFICIALS NAME & POSITION; OPPOSITION TEAM DETAILS i.e. ANY PLAYER/S OFFICIALS NAMED IN REPORT.

 

3.             ALL MATCH DOCUMENTS FOR TEAMS IN CASES WHERE A REPORT HAS BEEN MADE MUST REACH THE EF DISTRICT REGISTRAR BY THE MONDAY IMMEDIATELY FOLLOWING THE GAME.


TEAM MANAGERS – INSTRUCTIONS & PROCEDURES

 

1.                     Registration

1. A          all players must be registered with the ef district football development council prior to playing their first fixtured game. THIS APPLIES TO ALL AGE GROUPS.

 

1. B          the registration form must be fully completed then endorsed/signed & dated by an official from your club as containing correct & verified information about the player.

 

1. C         a player can be registered ** on the day of their first game by completing your clubs registration form and having the form signed & dated by, either the central umpire or a member of the current ef district copetition council management committee before the game commences.

**The completed form (or a copy) must then be sent in with the match papers.
nb.
in this case - it is the responsibility of your club to make sure the form  is signed by the appropriate official. please note the excuse that the umpire ‘forgot’ to sign it is not acceptable – the onus is on you to get it signed. a fine of ‘up to $50’ may be imposed where unregistered/ineligible players are played and in the 13s to 17s the game is forfeited should the team win.

 

2.                     CLEARANCES / TRANSFERS.

2. A          All players moving from another district &/or club either permanently on a clearance or for a season on a permit must have completed the appropriate Clearance/Permit form (strike out whichever word is NOT applicable) and must have had their application granted prior to commencing play with their new club.
it is permissible to have a player who has a completed (signed by an official from their former club) clearance application play in the game as long as you have the central umpire sign & date the form prior to the start of the game

 

2. B          Where a club is not fielding a team in a particular age group it is permissible for them to grant a ‘’blanket’’ clearance or permit to all the players from the club. A list of the players Names & their Dates of Birth must be included and MUST be received by the district registrar before the players are permitted to play at another club.

 

2. C         NO clearance or permit will be processed/granted after 30th June of the current season.

3.                    PLAYER ELIGIBILITY.

3. A          A player may not play more than one (1) game in the same age group on the same weekend.

 

3. B          A player may play up to two (2) years above his age in older age group teams in the same weekend.

3. C         Where a club has more than one team in an age group (regardless of divisions), a player must play at least two (2) consecutive games with a team before transferring to another team in the same age group.

 

3. D         to qualify to play in the finals (prelim, semi & grand) with a team - a player must have played a minimum of five (5) qualifying round (fixtured) games with that team.


3. E          a guideline for ALL clubs for administration of divisions is

‘Where a club has two sides in the same age group the player can only play in the final series for the team in which he has played the majority of games during the season”

this is to be administered in conjunction with the existing by-laws.

 

4.                     MATCH DURATION.

4. A          all games are for a fixed duration.

9s, 10s                  - four quarters of12 minutes.

 

11s, 12s  & 13s      - four quarters of15 minutes

 

14s to 17s            - four quarters of 20 minutes.

 

4. B          Quarter time breaks are

1st quarter = 3 minutes maximum;    half time = 8 minutes maximum;          3rd quarter = 5 minutes maximum

 


The timekeeper(s) - 1 from each team - must use as a minimum requirement, a digital countdown timer. Wristwatches or standard alarm clocks are not acceptable. The timekeepers must make sure both teams are aware of length of breaks. A short blast on the siren 2 minutes before the end of a break is suggested but it is also suggested you consult the umpire prior to commencement of the game.

 

4. C         no ‘time on’ for any age group.

No ‘TIME ON’ periods shall be included or added to these times, however the Umpire is empowered to and may call time off or suspend play in the event of

(A)     a serious injury to a player or

(B)     in exceptional circumstances.

 

5.             GENERAL

5. A          No jumper swapping is to take place. All players in a team must be listed on the Match Sheet prior to game start with their jumper number. All players in a team must have a unique number on their jumper
**Where a jumper becomes damaged or has blood (including dry blood) on it, then that jumper should be immediately replaced. if a jumper is changed then the team manager must notify the central umpires at the next break and the umpire must verify the change on the match sheet with reason for change noted.

 

5. B          Any player wishing to wear protective headgear should have their club registrar contact the district registrar or secretary for written permission.

 

5. C         Any player wishing to wear any other protective equipment must have applied in writing to the ef district competition committee and received permission from them prior to doing so.

 

5. E          GLOVES (THIS INCLUDES THE WEARING OF ONE (1) GLOVE) ARE NOT PERMITTED TO BE WORN BY ANY PLAYER.

**A Club may seek approval from the district competitiont committee for a player to wear a glove (or gloves) upon the recommendation of a physician. application in writing accompanied by supporting medical recommendation is required and permission in writing must be granted before the player may participate in any games.

 

5. F          the captains of each team are to escort the umpire/s from the ground at the end of the game.

 

5. G         AGE GROUPS.

.               Team numbers in all age groups shall be as follows:

                9 and under                       15 per team, no minimum, unlimited reserves

10 and under                     as above

11 and under                     as above

12 and under                     as above


13 and under     18 per team, 14 minimum, 7 reserves (Maximum 25 Players)

14 and under     as above

15 and under     as above

16 and under     as above

17 and under     as above


16/17s **                 as above


6. A          FORFEIT – “EVEN-UP RULE”
BY-LAWS – SECTION 22 (PAGE 16) – PLEASE READ COMPLETE SECTION ON THIS IN BY-LAWS.

In the youth competition a match shall be deemed to be forfeited if either team consists of less than fourteen (14) players. PROVIDED THAT an opposing team is willing to lend players to the other team, then the match will not be classified as a forfeit and all points and allocation of fairest and best votes will be classified official.

(i)             If a team can only field between fourteen (14) and eighteen (18) players and the opposing team offers players to the lesser-numbered team, should the Coach/Club official for this team refuse the players offered, then their Right of Refusal revokes the even-up.  Should no offer of players be extended to the lesser-numbered team, both teams must field the same number of players.
This does not apply to final round matches.

(ii)            Umpire(s) are to be informed and noted on team sheet.

(iii)           Where players are lent to another team, their names must be entered on the team list of that team and their original team name shall be shown in brackets beside their names.

(iv)           Where a team fails to appear or where a team forfeitS a match full premiership point shall be awarded to the team receiving the forfeit.

(v)           In the case of a forfeited match, team lists showing the names of all players of both teams in attendance shall be submitted to the field umpire.
(vi)           In the event of any forfeit both Clubs involved shall advise the DFDC Secretary in writing within forty eight (48) hours of the date of the match and the reasons for the forfeit.
(vii)          The JCC shall be empowered to fine either or both Clubs if in its opinion the reasons given for the forfeit are not acceptable.
(viii)         Any Club that forfeits any match and any club that fails to adhere to By-law 24.6 shall be fined or otherwise penalised, at the discretion of the JCC.
(ix)           All players listed on the team sheet of the non forfeiting team shall be credited as having played that game for the purposes of finals eligibility and historical records. Players from the forfeiting team shall not be credited as having played that game.
6. B         Forfeits.

6. B.1       If your team manager/coach has prior knowledge that their team will have to forfeit a game, BOTH the Umpires Advisor and the district registrar & secretary MUST BE contacted and informed by either them or your club's Pres. Sec, Registrar or a club official BY THE TUESDAY NIGHT BEFORE THE GAME IN QUESTION. If this happens then NO UMPIRES FEES are due.

 

6. B.2       If a team has less than 14 players ready to play 10 minutes after the scheduled start time of a game, then the UMPIRE declares they have FORFEITED
If your team shows up to play a game and either it or the opposition team has insufficient players, then it is the umpire who declares it a forfeit. The team managers of both teams present their filled in Match Sheets to the umpire prior to the game as per usual, inform the umpire that they have less than 14 players, the umpire then fills them out as usual, but he/she marks on them - _______ FORFEITED. Both teams pay the umpire as per usual.

If they are AT HOME they collect the oppositions Match Sheet and proceed as per your club directs.

If they are AWAY, then they pass across their Match Sheet to the opposition Team Manager.

 

In the event that they are AWAY and no one from the opposition team actually shows up, then THEY MUST make sure their completed Match Sheet (as in signed by the Umpire etc.) is taken back to their own club for forwarding to the District Registrar by the due time.

 

7.             Premiership tables.

7. A          Premiership tables will be calculated each WEEK & Commencing after the second (2nd) round of games these will be available as

(i)            e-mailed in MS Excel format to the nominated recipient from your club.

(iii)          on the EF JCC web sitewww.efjfc.org.au

8.             umpire payments.

8. A          umpires are to be paid after the game on match day by the teams playing. Each team is to pay half (1/2) of the fees. Please make sure the umpires sign the sheet to show they have been paid. Payment is required even where a forfeit has occurred. (See FORFEITS on this page)

TEAM MANAGER DUTIES

1.1  HOME GAMES:

THE HOME TEAM IS RESPONSIBLE FOR ENSURING THE FACILITIES ARE AVAILABLE, SETTING UP AND MARKING THE OVAL, GOAL POSTS PADDED etc.

1.2      TEAM OFFICIALS – FROM DISTRICT BY-LAWS SECTION 18 (PAGES 13 & 14)

BEFORE THE GAME the team manager should -

Each competing team shall supply a Timekeeper for each game.

  1. The home team will have a means of keeping time and of indicating the end of each quarter to the field umpire.
                    The timekeepers must make sure both teams are aware of length of breaks. A short blast on the siren 2 minutes before the end of a break is suggested but it is also suggested you consult the central umpire prior to commencement of the game.
  2. The Coach is not permitted to intimidate, dispute decisions or interfere with the Umpire or his role on the day of the match.
  3. Each competing youth age team shall supply a boundary umpire who shall be correctly attired and of sufficient knowledge and maturity to correctly throw the ball into play and carry out all other responsibilities of the position, as defined in the Laws of the Game.
  4. Each competing team shall supply a goal umpire who will wear the white coat and have a minimum of two signalling flags and a scorecard.
  5. The goal umpires in the Youth competition will keep a record of each team's score during the game, will compare score cards at the end of every quarter and will change ends at half time.
  6. At the conclusion of the game they will date and sign the scorecards and hand same to the field umpire.
  7. The goal umpires will endeavour to keep the area immediately behind the goal line clear of spectators and other obstructions (refer to by-law18.1).
  8. It shall be the responsibility of the Home team to provide an interchange steward.
  9. Any team runner shall be clearly identified by wearing an approved JCC uniform.
  10. In 9's and 10's, teams are NOT permitted to have a runner. The coach is permitted to be on the ground during the game. The coach is NOT permitted to carry water.
  11. Each team in 11’s and 12’s, is permitted to appoint one team runner.
  12. Youth teams may appoint two runners with only one permitted on the field of play at any time.
  13. Runners for teams in the Youth competition ARE NOT permitted to carry water.
  14. Team runners are not permitted to remain on the playing arena. Team runners are to deliver message/s from the coach to a player (s) and return immediately to the coach's bench via the interchange.  Team runners are not permitted to “coach” whilst on the ground.
  15. Team runners must enter and exit the playing arena through the interchange area at all times.
  16. Team runners shall be an adult.
  17. Team runners’ names are to be entered onto team sheet.
  18. Each team in the Youth competition are permitted to have two (2) water carriers. These persons shall be clearly identified by wearing approved JCC uniform.
  19. Water carriers ARE NOT to become involved in any capacity in on field coaching. Water carriers are permitted for all age groups. One only per team in 9 – 12’s and a maximum of two per team for 13 – 17’s.
  20. Water carriers should be an adult.
  21. Water carriers' name(s) is to be entered on to both team sheets.
  22. Each team, where possible, shall provide a team medical officer/sports trainer.
  23. The team medical officer/sports trainer shall be clearly identified by wearing approved JCC uniform.
  24. The team medical officer/sports trainer must be able to prove, upon request by league officials, suitable proof of qualifications to assess and remove injured players on a stretcher.
  25. Should a team fail to provide a qualified medical officer/sports trainer, then the opposing teams suitably trained medical officer/sports TRAINER MAY assume control of injured players for both teams.
  26. A player or team official under suspension for a breach of the Laws of the Game or the rules or By-laws of the DFDC may not play or officiate in any game of Australian Rules Football during the period of suspension.

1.3            BEFORE THE GAME the team manager should ALSO -

1.             ensure goal and behind posts are correctly covered WITH PADDING. make sure a stretcher is available and clearly visible at interchange lane behind spectator line.
stretcher policy – see section 39 (pages 24 – 25) of district by-laws

2.             ensure ground is properly marked as required for the game to be played including a COACHES & PLAYERS BOX  - (A clearly identified coaches and players box shall be marked no less than five (5) metres from either side of the interchange area); spectator line; 50 metre arc; etc.

 

3.             the on-line generated match sheet will have the following details.

3.1      match details –

·          name of oval, date, teams playing

3.2      team officials details – please print in the blank sections

·          name of team timekeeper -

·          name of runner/s – no runner for 9s & 10s as coach allowed on oval; 1 only for 11s & 12s; 2 maximum for 13s to 17s.

·          name of boundary umpire – for 13s upwards

·          name of interchange steward – for 13s upwards

·          name of water carrier/s – 1 for 9s to 12s; 2 maximum for 13s to 17s.

·          name of goal umpire – for ALL age groups.

·          name of teams first aid person – if they have one.

                3.3            player details –

Ø        an individual, unique jumper number for each player

Ø        a tick - in the box provided - to show they played (if there is no tick i will see it as ‘not having played’)

Ø        any additional players not already on sheet – A minimum of 14 & maximum of 25 players can be shown as playing in any one game for 13s upwards
with only five (5) maximum 17 year olds listed and playing in a 16/17S mustang – white division team

Ø        if a player is registered in another age group and is ‘playing up’, PLEASE indicate this by putting their other age group in brackets next to their printed name

Ø        if a player is not playing in that game for whatever reason put an (x) cross in the box provided.

 

4.             Meet umpire/s and

q       notify if you have less than 14 players.

q       notify umpire if you have less than 18 players

q       ensure umpire receives inflated match ball

q       introduce boundary umpire/s, interchange steward, team runner/s & timekeeper

q       present the completed match sheet showing list of players and team officials for the game.

q       have umpire sign and date any completed CLUB registration FORM/S, completed clearance FORMS


 

5.             age groups 13s to 17s

·         prepare the fairest & best voting card by entering the match details on it.

·         on the envelope provided for the F & B vote card PRINT the following – date played, age group and teams playing.

1.4    AFTER THE GAME THE TEAM MANAGER SHOULD –

·         ensure both goal umpire score cards agree and are signed.

if a discrepancy exists meet with the opposition team manager and the umpire/s and take the appropriate action.

7.             complete all other match details as required – you (THE TEAM MANAGER) sign the match sheet in the appropriate place

 

8.             for 13s to 17s - pass the umpire/s the fairest & best card and envelope for completion. please make sure all match details are printed on front of envelope. receive these back from the umpire with the vote card in the sealed & signed envelope

 

9.             for all ages - present your match sheet to the umpire/s for signature and completion of reportable details if any. ensure the umpire signs the match sheet, prints their name and ticks the appropriate boxes.

 

10.           for all ages - ensure the umpire receives his payment from both teams

11.           for all ages - have an umpires report sheet filled out by either the team coach or a nominated team official. The umpires advisor appreciates ALL feedback on his umpires performance be it good or bad so please take the time to complete a report and include it with your match sheets. You may also fax completed Umpires Reports to either the umpires advisor or myself on the fax numbers which are provided in contact details.

 

PLEASE PRINT OFF & MAKE SURE EACH OF YOUR TEAM MANAGERS HAS ENOUGH COPIES OF:
1.             ‘REPORT/ASSESSMENT OF FIELD UMPIRES” FOR THE SEASON FOR ALL YOUR TEAM MANAGERS/COACHES.

13.     Follow your clubs instructions as to how to pass these documents to your CLUBS RECORDER who must forward them to the DISTRICT Council REGISTRAR to arrive NO LATER than the TUESDAY NIGHT following the match.

Please have your club registrar/recorder contact the District Registrar if you have any problems.

There is a FINE OF $35.00 for late arriving Match Documents.

1.6           yellow cards

14.          

·         a player is automatically suspended from playing in his team for the weekend following his receipt of a third (3rd) yellow card in the season.

·         Each subsequent send off in that season will result in an automatic one-week suspension.

 

1.7    REPORTS 13S to 17s.

15.           If a player or team official from your team is reported (RED CARD), the umpire will indicate this on the Match Sheet and also with an Umpires Report Form.

Please do the following:-

                1]             Notify your Club’s President & Registrar as soon as possible.

                2]             Get all Match Documents to your Club Registrar as soon as possible.

                3]             Make sure all relevant parties from your team, whether they are the accused or the injured party, are aware they MUST attend a tribunal hearing with their advocate at 7.30PM at the Henry Jeffery Room, East Fremantle Football Club on the Tuesday immediately following the match (**UNLESS NOTIFIED OTHERWISE). Failure to attend makes your club liable to a fine.

**Changes to times &/or dates of p&d hearings may sometimes occur due to unforseen circumstances so please check with your club’s president and secretary for updated details at the time.

16.           players who have received three (3) yellow cards in the season and players who have been found guilty at a p& d tribunal are ineligible to win any ef district council fairest and best awards.

 

1.8           REPORTS 9S to 12s.

 

17.   players reported (red card) from these age groups are required to attend a tribunal organised by their club. the outcome of this tribunal hearing is to be forwarded to the district secretary.

 

1.9           spectators & good behaviour.

 

18.           it is the home teams responsibility to ensure all spectators remain behind the spectator line which should be marked at least two (2) metres out from and running parallel to the boundary line.

SPECTATORS - this also includes team officials and players who are not preparing to immediately participate on the field.

 

19.           coaches, assistant coaches &  players who are on the interchange bench (unless undergoing treatment for injury) are to stay within the MARKED COACHES BOX whilst the game is in progress.

 

20.           please be aware that it is the home teams responsibility to monitor and keep control of unruly spectator behaviour. if you are the home team and you experience any problems with unruly or unacceptable behaviour from the away teams spectators please approach the central umpire/s during the break and advise them of such.

 

If you experience any problems with behaviour which is cause for concern please have your club executive notify the district competition committee management committee in writing with details. 

 

TEAM MANAGER DUTIES

1.10        AWAY GAMES:

 

team managers should follow procedures as per home games for all aspects of the game except:-

                1.             no need to fill out and organise fairest and best voting card and envelope.

 

2.                    all relevant match documents are to be passed across to the team manager of the home team.
